Oxford City Council teams up with colleagues at County Hall to install covert CCTV cameras

Between April and September this year, 122 incidents of illegal dumping were recorded in Ambassador Avenue in Cowley - almost one a day.

But what makes the location so strange is that it is the link road between the Eastern Bypass and Oxford Retail Park - highly visible and even equipped with a mini-recycling centre.

Oxford City Council, which has been monitoring the site for more than a month, believed people were arriving to do their weekly shopping at Tesco - and dumping unwanted waste at the same time.

The situation has now got so bad, the council has teamed up with colleagues at County Hall to install covert CCTV cameras in the hope of catching those responsible and prosecuting them. ....Read More

Offenders caught for foul play

HIDDEN cameras are being used to catch dirty dogs and sneaky fly tippers in North Norfolk. A mobile CCTV unit is targeting problem spots for dog fouling and rubbish dumping. It has already helped slap three £50 fixed penalty fines for dog fouling. And council officials, who are looking at stepping up coverage, are warning: "We can catch you - anytime, anywhere."

A £7000 camera unit is hidden at known trouble spots and is triggered by the kind of sensor which activates security lights. The activity is recorded and a video clip automatically e-mailed back to the desk of a council officer...full story (PDF)

Secret spy cameras are to be used to dish the dirt on fly tippers. The cameras can be buried in the ground and are switched on by any movement near them. Their high quality lenses can provide clear pictures of the faces of people illegally dumping rubbish and their car number plates.

Another type of camera can be hidden in a briefcase and officers can use it to record anti-social behaviour such as dropping litter and allowing dogs to foul pavements.

The surveillance unit, which cost Castle Morpeth Council more than £7,000 has two miniature cameras, one with a wide-angle lens and the other with a zoom lens, which can be hidden in the ground to await illegal dumpers.

The council's decision to get tough follows more than 250 separate incidents of fly tipping in the borough last year in which more than 100 tonnes of rubbish was dumped.... full story (pdf)

A LIMERICK firm has pioneered revolutionary technology which can link CCTV cameras to mobile phones, a procedure which could be used by gardai to identify and arrest suspects immediately. Now Junior Justice Minister Willie O’Dea wants to bring the technology to the attention of the Department of Justice.

"It sounds like a fantastic idea. We will get the Department of Justice to take an immediate interest,” he told the Limerick Post this week.

The man behind the technology, local entrepreneur Frank Roche (Homenet Communications), said that another major potential application of his devices is to catch those involved in illegal dumping.

Covert Surveillance Cuts Fly Tipping by Half


Covert  CCTV surveillance has produced a dramatic drop in flytipping  in the District of Blaby.  Whilst the number of incidents nationally has been increasing, figures for the district show a 50% fall for the 3 months to the end of June compared to the same period last year. 

The council uses CCTV surveillance as a major weapon in its war against flytippers.  Their zero tolerance policy means that action will always be taken against offenders

Spy cameras will target dog owners failing to clean up after their pets. The cameras will be hidden in Nottingham parks. Offenders will face fines of up to £1,000. Nottingham City Council is buying two of the £6,000 cameras, which can be hidden in trees and bushes.

Oxfordshire County Council bosses warn they will also be using the covert cameras on industrial estates, rural lanes and other public areas. They say the action could save the taxpayer hundreds of thousands of pounds in clean-up costs each year.
